If the president is the president no matter where he is, why can't a senator cast a vote no matter

If the president is the president no matter where he is, why can't a senator cast a vote no matter
where he or she is? They are a senator no matter where they are. Does the president have to be in the WH to sign a bill or a treaty? No.
Is it in the Constitution that senators can only vote in the Senate chamber? Or is it in the rules of the senate?

3. They can vote by proxy in committee
in the House, at least. Why not let them vote by proxy on the floor.

There is no purely parlimentary (i.e., according to Robert's Rules of Order), so it has to be the way the Senate Rules are written.

4. Don't count him out yet. There have been times in the past where
a voter was carried in on a stretcher to cast their vote. He really wants to vote on this bill.

I imagine it's in the Senate rules, because I can't imagine the Constitution is that detailed.

I guess it's that way to discourage people from not showing up.

Hell, you could be a Senator from your home state if you could vote remotely.

8. Voting in the Senate chamber protects the integrity of the vote -
- it verifies the identity of the senator who votes, it prevents coercion or fraudulent votes and eliminates the possibility of the vote being tainted. While none of these things may occur in the situation of Senator Kennedy, the policy is a sound one. To deviate from it now opens a door we may not want open in the future.

Parliamentary procedure needs to get into the 21st century.
