Dems Plan To Admonish Wilson For Insult

WASHINGTON — Democratic leaders are planning to vote early next week to admonish Republican Rep. Joe Wilson if he does not apologize on the House floor for yelling "You lie!" at President Barack Obama.

Brendan Daly, a spokesman for House Speaker Nancy Pelosi, said party leaders decided at a meeting Thursday that they will likely move forward with a resolution of disapproval against Wilson absent another apology.

Wilson apologized to Obama after the incident on Wednesday, but he has refused requests to apologize to the House. Wilson's office says the congressman considers his initial apology sufficient.

Democrats say the insult clearly violated House rules of decorum.

While Senate rules on decorum do not prohibit personal references to the president, House rules do. According to section 370 of the House rules manual, members may not:

* call the President a "liar."
* call the President a "hypocrite."
* describe the President's veto of a bill as "cowardly."
* charge that the President has been "intellectually dishonest."
* refer to the President as "giving aid and comfort to the enemy."
* refer to alleged "sexual misconduct on the President's part."

(Hard to imagine how many members were in violation of the House rules during the Bill Clinton impeachment debate in 1998, but we digress.)

Sen. Arlen Specter (D-Pa.) suggested the House should "reprimand or censure" Wilson, later repeating his call on Twitter.

The words are important. I believe she has changed her mind or is downgrading it to slap on the wrist.
But a public slap will be effective also.

I will bet you he doesn't apologies again, and he gets reprimanded or censured.

Even Clyburn is against censure, but he's planning to introduce the "disapproval" measure.

Hopefully Rob Miller can use it to unseat him in the midterms.

The President was (symbolically at least) an invited guest of the US Congress. To have one of its members publicly disrespect him with a schoolyard taunt is absolutely unacceptable. We'll see how his fellow repugs deal with this challenge.

Rep. Joe Wilson (R-S.C.) may have reached out (perhaps reluctantly) to the White House to apologize for his headline-grabbing outburst during President Barack Obama's address to Congress Wednesday night, but that hasn't satisfied Rep. Donna Edwards (D-Md.) and others on the left.

Appearing on the Kojo Nnamdi Show on WAMU radio today, Edwards said Wilson's apology -- he shouted, "You lie!" after Obama denounced claims that a new health-care system would cover illegal immigrants -- was a "personal" one, but did not address the dishonor he brought to the institution of Congress, and she called for Wilson to be formally censured.

"A joint session of the United States Congress in this country is not a town hall meeting," Edwards said.

Edwards' call echoed one by the liberal Web site OpenLeft -- they have an online petition with more than 30,000 signatures encouraging the same -- and builds on the hard line she has taken on health-care reform. In contrast to Obama's repeated calls for bipartisanship on the effort, Edwards, who is vice-chairwoman of the Congressional Progressive Caucus, told The Hill newspaper last month that Obama has "earned the right to go it alone" in passing health care.

For those struggling to make it to the weekend, a little extraneous background: The power to censure is derived from the U.S. Constitution, though the word itself does not appear in the text. Article I, Section 5, Clause 2 states that: "Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member."

If tradition is any guide, and Wilson were to be censured, he would be made to "stand at the 'well' of the House chamber to receive a verbal rebuke," and the Speaker of the House would read the censure resolution aloud, according to a report by the Congressional Research Service. In rare instances, members even have been made to pay fines.

Wilson has raised over $200,000 since his insult, doing this to him after he apologized to Obama and Obama said he accepted it is just going to encourage the GOP base to donate more money to him and distract us from health care.

I don't like it either, but that's fact.
