1. Because Senators are cowards
They like not having to make tough votes. They're more concerned with getting re-elected than representing the people.

4. Unfortuantely, that didn't help us with the Jim Crow laws.
Filibustering was largely responsible for the reign of Jim Crow for century in the south.
