There is no other bill to consider. If the Baucus Bill is defeated in committee. there is no Senate bill. If there is no senate bill, there is nothing for the full Senate to vote on. If they vote on nothing. There is no conference.

No converence Report, no final bill... nothing to pass and nothing to sign. SOMETHING. ANYTHING needs to be reported out of committee. Period. End.

THere are no bills in committee.. THere is no bill that is offered on the floor. There is no other legislative option on the Senate side

3. There's the HELP Committee bill. But yes, if Finance doesn't report, the process may die.
My suggestion for strategy is to have Rockefeller & other progressives in the Finance Committee introduce their amendments, which very well may be passed by a party-line vote, in order to fix the brain damage in the Baucus Bill.

But in the end, it's best to get this bill out of Finance and onto the Senate Floor. Then it gets merged with HELP, which will help repair more of the brain damage, amendments can be introduced on the floor (such as ones designed to make the bill reconciliation-friendly). Get this bill voted on the floor, get it into conference committee, and we'll have another opportunity to fix it as it's merged with HR 3200.

Don't kill it, fix it. We've got several opportunities, and heavy pressure to get a bill to Obama's desk, which could be useful...

4. The HELP Bill already was passed in committee
Baucus doesn't chair the Health, Edcuation, LAbor, and Pensions committee. Kennedy did. Dodd got a bill through that committee. HArkin now chairs that comittee.

Baucus chairs the Senate Finance Committee.

5. The HELP bill has already be reported out of committee.
It was back in July.

The Fiance Committee has yet to report the Bachus crap bill.

7. There are procedural problems....
...if Finance fails to report out any bill at all.

See this long DKos piece by David Waldman for the impact on the chances of passing a bill through the reconciliation process if nothing comes out of Finance.

I agree, something has to get out of the Finance Committee so that the process of writing the Senate bill can start.

However, hopefully, they can make it a lot better before they get it out.
