probably because deep down he knows he's a worthless little fucker who became only president because Poppy's friends stole it for him. I think that was behind his puffed up little rooster walk -- strutting around, trying to take up space, trying to be Mr. Big Stuff because of his deep-seated (and well justified) inferiority complex.
