1. Both are legitimate. Chavez was elected by direct popular vote
while we still have to deal with the undemocratic Electoral College, despite promises made to repeal it in the aftermath of the 2000 Selection.

I agree its useless, but I don't remember anyone making such a promise.

Electro-fraud "voting" machines, Corporate financing of elections, and the corporate whore media are much bigger problems though.

7. It was THE TOPIC during the recount
and became even more of a topic when Gore, who had handily won the popular vote, was denied the office that in any other country he would have won.

4. Who made promises to repeal the electoral college?
The states? It's the smaller states whose combined power prevents the constitutional amendment needed that keep it in place. Did they really promise to get rid of it at some stage?

8. There were two proposals: one was to apportion electoral votes based on popular vote
getting rid of the undemocratic winner-take-all. This would not require a constitutional amendment.

The other was to repeal the Electoral College outright.

These were the hot topics when DU first began, and there were politicians and activists calling for change. As a matter of fact, the rightwing newspaper in my hometown referred to us as people demonstrating for election reform (we were actually marching against Bush on January 20, 2001).

10. So the 'promises' were calls, really
I think a political 'promise' has to come from someone with influence to actually make it happen.

Yeah, the pact for states to give their college votes to the countrywide winner does sound good in theory, but according to Wikipedia, only 5 states have passed laws on it so far: http://en.wikipedia.org/wiki/National_Popular_Vote_Interstate_Compact It stands more of a chance than anything needing an amendment, because the bigger states could get it done without needing some smaller states to agree too.

But in the discussions I've seen on DU, there seems to be plenty of opposition to reform of the college, and I've have thought DU is more willing to change it than the national average.

The only thing that guarantees our federal form of government is the Senate, the only thing that the Constitution bars from being changed.

There are 3 countries in which the winner of the popular vote was not allowed to take office: US in 2000 (won by Gore), Mexico in 2006 (won by AMLO), and Iran this year (won by anybody but Ahmadinejad).

PS: Aghanistan's was a total sham. Karzai stole that one outright. No way telling what the actual vote was.

else why ask such a poll question that is comparing apples and oranges since the popular vote does not elect American Presidents, as it does in the civilized world.
