Then quoted the declaration of indipendabce instead. So them reading it is no guarentee any of it sunk in. In fact it probably indicates the oposite.

Things go far better than expected and the bill passes with even more votes than expected. Say just 20 dems vote against it instead of 30-35 and it's not even close in the end. 238-197 say. Would that matter if it's easy passage? President Obama could possibly have unified the caucus to get there earlier this morning. Who knows..

94. Just because the rules of debate say that there will be four hours
of debate once the rule has been approved, don't presume that there will be exactly four hours. Repubs may try some parliamentary moves as a show of protest, and there's also the House version of a filibuster.

The top floor leaders - Pelosi, Steny, and Boner have special dispensation to speak as long as they want without cutting into the overall debate time. Last June, when the House was about to pass a climate change bill with little GOP support, Boner read long passages from the text of the bill. He went on for more than an hour.
