Unfortunately Kerry can't directly contradict the WMD report because this "mid-reading" of Saddham was part of it; their way of defending Bushco. Kerry needs to come up with a creative way to shoot this aspect of the report down somehow. After all the sanctions were probably never going to be lifted anytime soon. There had been pleas to the Clinton Administration by humanitarian organizations, but they wouldn't budge an inch. To me this is the key to the election.
