Schwarzenegger's Tightfisted Finance Director Steps Down

SACRAMENTO -- A decision by the state's tightfisted finance director to step down has fueled speculation inside the Capitol about a possible shift on spending issues by Gov. Arnold Schwarzenegger.
But Republican leaders say despite the loss of Donna Arduin, the administration's strongest conservative voice, they believe the emphasis of the upcoming budget will remain focused on balancing spending without new taxes.
"I don't see any change at all," said Assembly Republican Leader Kevin McCarthy, R-Bakersfield. "She's very intelligent and a big asset to the governor, but I don't think there will be any change in direction."
Arduin, who is expected to leave the critical budget job as soon as this week, has a national reputation among conservatives for cutting spending and holding the line on higher taxes. Before agreeing to the job with Schwarzenegger, she served as a top budget official of Republican governors in Michigan, New York and Florida.
