Iowa must repay Guard bureau for misuse of federal funds

JOHNSTON, Iowa (AP) -- The state of Iowa must repay $5.7 million to the National Guard Bureau for inappropriately spent funding, Lt. Col. Mike Kuehn, state judge advocate for the Iowa National Guard, said Friday.

The federal funding went to the Consolidated Interactive Virtual Information Center, known as CIVIC, developed by the Iowa National Guard.

To help in the development of the program, the Iowa Technology Center was created as a public-private partnership between the Iowa Department of Public Defense and an Urbandale company, International Simulation and Training Systems.

However, a state audit found the company had misspent some of the federal funding on such things as Christmas parties, contributions to individual retirement accounts and an office in Arizona.
