1. He promised he'd only serve two terms and is sticking to it.
What ulterior motives he has I know not. I'd guess one of the reasons he stated that is that Ray and Brandstadt served so long. Also, Vilsack continues to make noises of running for President.

3. Nobody knows
Nobody knows and the people who do know aren't talking. rurallib is right about the presidential ambitions. I have heard that a senior position at Wells Fargo is waiting for him when he leaves the governor's office.

Vilsack: Gains are national models
Governor's efforts suggest '08 White House bid

Gov. Tom Vilsack rattles off a half-dozen initiatives enacted in the past seven years that he says could serve as models for the nation, a sign that the Iowa Democrat is polishing his credentials for when he leaves office in 2007.

Changes in teacher pay, incentives for businesses, health care, renewable fuel and environmental protection all became Iowa law under him in a divided political and difficult fiscal climate, Vilsack says. Never mind expanded preschool access, his most-prized accomplishment this year.

<snip>

As Vilsack approaches his final year in office, he stands at a trailhead cut by Jimmy Carter, Ronald Reagan, Bill Clinton, George W. Bush, and even Howard Dean, governors who parlayed statehouse accomplishments into presidential bids.

Although Vilsack says his political focus is helping Democrats running for governor around the country next year, he is securing the policy footings he would need to stand on, should he explore a 2008 White House campaign.

<snip>

Vilsack '08 here we go...............

But prez? No way. Does not have the personality, and sad to say image means a lot in politics this day and age. There'd be no electoral incentive to pick him for the VP slot either.
