The law is necessary, he said, because illegal aliens are currently getting home loans.

"Wells Fargo is extending mortgages to people who are here illegally and they have said they have no intention of changing that practice," Dix said.

The bill mandates that mortgage providers must refuse to give first mortgage home loans to undocumented workers or face civil action.

States play a role in encouraging people to come into the country illegally when they make available privileges such as mortgages and licenses, said Dix, who is a candidate for Congress in the 1st District, which includes Dubuque.

"We should be a welcoming state and nation," Dix said. "But they need to come here legally."
