Federal report slams Building a Better Brockton Corp

BROCKTON —

A federal audit of Building a Better Brockton Corp. has raised concerns about the agency’s ability to manage federal funds aimed at revitalizing neighborhoods. In a 13-page report issued last month, HUD cited problems with financial reporting, procurement, staffing and conflicts of interest.

Building a Better Brockton Corp. was established last year in response to Mayor James E. Harrington’s reorganization of the city’s Planning Department and Redevelopment Authority. In that shuffle, the Redevelopment Authority was abolished, and the BBB was assigned the task of managing the federal Community Development Block Grants.

Since then, the city has obtained federal funds under the Neighborhood Stabilization Program that BBB also administers.

The audit was conducted during the summer. The report includes responses by Don Walsh, president and CEO of BBB and the 21st Century Corp.
