The community-based organization, made up of 18 religious institutions and one immigrant advocacy organization, extracted promises from both candidates that, if elected, they would meet with BIC leaders, work to find funding to support BIC housing initiatives, and expand community policing and after-school programs for children.

Stewart took the opportunity to tout his home ownership plan, saying he is the only candidate in the race with one.

"Home ownership in the city cannot be overstated," he said, citing statistics of its link to high school and college graduation rates. "I'm disappointed to learn it took five torturous years to get that property," he said.

While both candidates said they would seek to expand community policing, Stewart also said he wants to upgrade the police dispatching technology.

He said 20 percent of the city's crime is committed by 65 people who are known to police. Taking them off the streets is one way to cut down on that crime rate, he said.

"I'm the kind of person who gets the job done," Stewart said.
