How many native English speakers in those cities would be rated "literate" in another language?

The pollsters must not have visited the South Side or the Strip and listened to some of the worst English you will ever hear.

The Pittsburgh accent can be so bad your spine will twist in 9 different knots.

We're not Texas, but we're not in the Top 10.
