The Canvassing Board decided they can't order the counties to sort...

...the Rejected Absentee Ballots into five piles, based on an opinion from MN Attorney General Lori Swanson.

What I don't get is: Doesn't the Secretary of State have the power to issue reasonable instructions to election officials, even when there isn't a Canvassing Board?
