Manchin speech not expected to surprise

After his stunning success in special session two weeks ago — winning passage of every bill on a broad and complex legislative agenda — lawmakers expect a comparatively low-key second act from Gov. Joe Manchin this evening.

Manchin will set his agenda for the 60-day regular legislative session in his first State of the State address — and second address of a joint session of the Legislature — beginning at 7 p.m.

“I don’t believe there’s any great surprises he’ll have, given what we did in special session,” House Speaker Bob Kiss, D-Raleigh said Tuesday.
