Walker wants all state agency rules to get gubernatorial approval
By Patrick Marley of the Journal Sentinel
Dec. 21, 2010 | Madison — Republican Governor-elect Scott Walker announced plans Tuesday to require the governor to approve all state rules and give citizens a chance to challenge those rules in their local circuit courts.

Now, rules written by state agencies can be challenged in court only in Dane County, the seat of state government.

Incoming Senate Democratic Leader Mark Miller of Monona called the move a "naked power grab" that would weaken the Legislature and allow business interests to shop for a judge who they felt was most likely to rule in their favor.

Walker's proposal would also prevent agencies from writing rules that are more restrictive than the laws passed by the Legislature. The measures are to be considered in a special legislative session Walker will call Jan. 3, the day he is sworn in and Republicans take over the Legislature.

"It will give any future governor, by putting it in the statutes, the ability to kind of say, 'The buck stops with me,' " Walker told reporters.

He stated this way, regulations that are "tough on business" can be stopped as his desk!

1. He's going to end up in court for most of his tenure
for over-stepping his authority (just like he did as Supervisor)if he keeps this up...this rule in and of itself would bottleneck any thing getting done...actually that would be good...it would show him for the dictator/fool he is and not get anything THEY want to pass done...
