Wisconsin Paper Ballots, Paper Trail, e-vote Questions
Greeting from the Election Reform/2004 Forum

http://www.democraticunderground.com/discuss/duboard.php?az=show_topics&forum=203

Can anyone please tell me if Wisconsin has Law or Pending Legislation for Voter Verified Paper Ballots (VVPB) or Voter Verified Paper Audit Trail (VVPAT)?

Do you folks have DRE's (Direct Recording Electronic), the nasty e-vote stuff? If so do they, at least provide a paper trail?

This article, by DUer GaryBeck, will help explain the important differences.

Thank You!

1. I'll take a crack at this one
5.91 Requisites for approval of ballots, devices and
equipment. No ballot, voting device, automatic tabulating
equipment or related equipment and materials to be used in an
electronic voting system may be utilized in this state unless it is
approved by the board. The board may revoke its approval of any
ballot, device, equipment or materials at any time for cause. No
such ballot, voting device, automatic tabulating equipment or
related equipment or material may be approved unless it fulfills
the following requirements:

SNIP

(18) It produces a permanent paper record of the vote cast by
each elector at the time that it is cast that enables a manual count
or recount of the elector’s vote.
NOTE: Sub. (18) is created eff. 1−1−06 by 2003 Wis. Act 265.
History: 1979 c. 311; 1983 a. 484; 1985 a. 304; 2001 a. 16; 2003 a. 265.

We use the MarkSense machines here in our town. Currently there is discussion underway (statewide) to allow voting by mail. Frankly, the system they're discussing is not much different from what we now use for absentee voting, and one doesn't have to have 'grounds' for voting absentee as it is.
