http://www.madison.com/wsj/home/opinion/index.php?ntid=36898&ntpid=0Assembly Republicans ought to be embarrassed by the mess they made of a bill to encourage businesses to create research-related jobs in Wisconsin.
The Assembly last week passed the bill, to offer businesses tax credits for conducting research and development, but only after attaching an amendment to withhold the credits from businesses focusing on human cloning or research into new lines of human embryonic stem cells.
Fortunately, the Republican-controlled state Senate and Democratic Gov. Jim Doyle appear prepared to prevent the added restriction from becoming law, but some damage to Wisconsin's reputation as a good place for biotechnology companies may already have been done. The Assembly's eagerness to restrain certain scientific research gives businesses reason to be suspicious that some of the winds in Wisconsin's political climate may be blowing backward.
Rep. Terese Berceau, D- Madison, wasn't far wrong when she asked: "Why don't we just put out a press release to the rest of the country that Republicans in Wisconsin believe the Earth is flat?"
