Iraq was under sanctions, under inspections for most of a decade and under inspections before Bush started the invasion. In fact, the inspectors said no such thing.
Ari's a liar, just like Bush and the rest of them. Here's the simplest way of explaining it: if Hussein really had reconstituted Iraq's weapons capability and the inspectors had said so, would the US have had to bribe or threaten every little country in the world in order to build a half-assed "coalition?" Would Europe have failed to go along?
In fact, the inspectors said exactly the opposite. What little they'd found, said Hans Blix, didn't justify the UK government's assumptions and that it "should have exercised more critical judgement." Blix said: "There was not a serious or imminent threat. They could have carried on with the policy of containment."
