Assembly Speaker John Gard, R-Peshtigo, is so determined to beat up on gays and lesbians that he has joined the crowd that thinks cartoon character SpongeBob SquarePants is a homosexual poster boy.
Gard's goofiness would be embarrassing enough if he just engaged in it on a personal basis. But with his attempt to make a formal link between the state and the most extreme elements on the homophobic fringe, the Assembly speaker is associating the good name of Wisconsin with intolerance, ignorance and intellectual imbalance.
Here's what Gard is up to:
Last Monday, the Assembly speaker asked legislative leaders to approve an Arizona-based special-interest law firm's offer to help in defending the state's refusal to pay health insurance for gay and lesbian partners of its employees. According to Gard, the Arizona firm, which is known as the Alliance Defense Fund, has volunteered to represent the Wisconsin Assembly and Senate for free in the fight against a lawsuit filed by the American Civil Liberties Union on behalf of a half dozen same-sex couples who charge that the state discriminates against its gay and lesbian employees by refusing to provide their partners with health insurance and family leave benefits that are provided for the spouses of straight employees.
Gard is obsessed with denying protections to gays and lesbians. During his tenure as speaker, he has constantly neglected important economic and public policy issues in order to devote his attention to his pro-discrimination campaigning. And it bothers him greatly that Attorney General Peg Lautenschlager and attorneys with the state Department of Justice, which exists to represent the Legislature in lawsuits, do not share his passion. While there is no reason to believe that Lautenschlager and the attorneys who work with her would fail to do their jobs, Gard is uncomfortable with people who think about other things than going after gays.
