KANDAHAR, Afghanistan — Four soldiers were wounded during a suicide attack near Afghanistan's border with Pakistan that killed 38 civilians and wounded dozens more.

Kandahar Governor Asadullah Khalid complained that Canadian troops had failed to heed government warnings to stay away from the border area with Pakistan.
“We informed the Canadian Forces to avoid patrolling the border areas because our intelligence units had information that suicide attackers were in the areas and wanted to target Canadian or government forces,” Mr. Khalid said. “Despite informing the Canadians, they went to those areas anyway.”

The blast came a day after Afghanistan's deadliest attack, which killed more than 100 people at a sporting event outside Kandahar city.
