1. Your logic is sound.

You don't need Mr. Spock to elaborate on the logic. Near as I can tell, Govenor General Jean made the decision she did because she thinks she's 'saving Christmas'. Other than that, it made no sense. Harper's gone too, only he'll be the last to admit it.
