This was actually an unauthorized test of a top-secret system called "Reality Photoshopping", whereby images can actually be photoshopped BEFORE they reach the camera lens. It was conducted by an "Overzealous Aide" who, entirely on his/her own, expressed an exurberant distaste for the left-wing media by RP'ing the president's respectful wave into a whimsical finger. The aide will be fired once they determine who they can afford to lose, and are sure they can find him/her a nice job in Lobbying or the Defense Industry afterwards.
