Non violent civil disobedience
Withholding economic benefits and many other ways that can actually work.
The Germans who opposed Hitler would have failed if they had taken up arms for the same reason, but it could have worked if they had used these other means to bring him down.

it is just the majority of those who voted. Not the majority or people with opinions. Those that did not vote or could not vote or were not registered or are not citizens are on our side.
