Is that true?

2. Don't worry, that's not the case......
The 3% is to check the accuracy of the machines (so this should be interesting). They first count 3% by hand, then run the same ones through a machine(s?) and see if they get the same results. If they do, then they use machines to count the remaining 97%, if not then they have to hand-count the remaining 97%.

3. I didn't understand the rule that way. I think that just means it isn't
required to be a hand count at that point. Better to read the rule again.
