Framing: how to explain tabulation fraud or why all those Ds & Rs
would not have to be in on it.

Most of the disparagement has come from individuals (lets call them programming illiterates) that do not realize that tabulation involves software written by a programmer. Let's also assume that most of those Ds & Rs that sit on the BoE are older folks, probably quite a few of which would self describe themselves as computer illiterate. Possibly also trusting people.

The programs used to tabulate votes may easily be changed to produce a fraudulent result by any competent programmer who has unfettered access. That's right tabulation fraud requires only a single programmer with access to the tabulation equipment. The tabulation fraud could even escape pre and post election testing by using a "switch" triggered by an unusual vote combination, a time-based trigger, a threshold of votes cast, or any combination of the above.

1. Those are the SOE's that they take advantage of
I am sure the computer techs that come to service they systems are all very nice, polite, young men, who can do whatever they want and no one would ever know the difference.

Add in the fact that most older SOE's (and people in general) do not want to admit their ignorance and so they are less likely to question the validity of the data.

2. And guess which vote tabulation co. from Xenia Ohio is not listed as an
approved vendor on the National Association of State Election Directors? Hint. The co. that tabulated 41 counties in Ohio.
