Is this a Blackwell confession of breaking the law?

From an earlier post about Blackwell picking paper and pencil voting:

"Precinct count technology just makes sense considering the flexibility it provides to financially constrained counties.''

(B) No voting machine, marking device, automatic tabulating equipment, or software for the purpose of casting or tabulating votes or for communications among systems involved in the tabulation, storage, or casting of votes shall be purchased, leased, put in use, or continued to be used, except for experimental use as provided in division (B) of section 3506.04 of the Revised Code, unless it, a manual of procedures governing its use, and training materials, service, and other support arrangements have been certified by the secretary of state and unless the board of elections of each county where the equipment will be used has assured that a demonstration of the use of the equipment has been made available to all interested electors. The secretary of state shall appoint a board of voting machine examiners to examine and approve equipment and its related manuals and support arrangements. The board shall consist of one competent and experienced election officer and two persons who are knowledgeable about the operation of such equipment, who shall serve during the secretary of state's term.


Didn't at least 7 of the 88 counties use electronic machines?

I'd like to see a newspaper headline that says something like, "Blackwell denies confessing to breaking election laws." Because it would raise the question...

Do a google NEWS search on "Ohio voting machines".

After all the problems and costs to the Ohio tax payers, the folks in this still dont understand why the Optical Scan machines are vulnerable to hacking.

They are still allowing this criminal, Kenneth Blackwell, to assign hackable equipment. Why arent these reporters discussing the tabulators and modem transfers?

Also stated in newsenquirer.com

"Blackwell has already certified two optical scan systems - those made by Diebold Election Systems and Elections Systems and Software. He gave county boards until Feb. 9 to pick one or the other."

WTF? AAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAh!

From a Plain Dealer article

In his invitation letter, O'Dell asked guests to consider donating or raising up to $10,000 each for the federal account that the state GOP will use to help Bush and other federal candidates — money that legislative Democratic leaders charged could come back to benefit Blackwell.

They urged Blackwell to remove Diebold from the field of voting-machine companies eligible to sell to Ohio counties.

This is the second such request in as many months. State Sen. Jeff Jacobson, a Dayton-area Republican, asked Blackwell in July to disqualify Diebold after security concerns arose over its equipment.

"What Blackwell meant, Lee asserted, was that the current electronic voting machines were not certified under new laws passed by the state assembly which require voter-verified paper trails.
“Under the new law for voting machines that will be used in 2006 those electronic voting machines will have to be equipped with voter verified paper trails,” he said."
