Where is the Bill that proposes ......................
An old fashioned ballot and an old fashioned hand counting?

I think that is the one I will back. Why should we all back a bill that will put us right back in the same place we have been for three elections.

I want my vote to count , it is not that I don't trust the computers ,it is the darn people who run them.

1. I couldn't agree more! All Americans want their vote to count!
After all, since we are the new Democracy Brigade, shouldn't we make sure we've got it right in the U.S.first? Details...details...;-)

4. Perhaps those here who have experience drafting legislation...
...do just that.

Draft legislation proposing paper for registration, for poll books, for ballots, for tally sheets.

Substantial time prior to 'election day' for people to vote.

People for every step of the process of verifying the registration, verifying identity at the polls or of absentee ballots, tallying ballots at the precinct, county, and State.

The entire counting process and transport of ballots and tally sheets should be open to observation by citizens and independent (probably best, foreign) observers.

Lots of cameras filming the entire process.

All registrations, poll books, ballots and tally sheets archived as the treasure they represent to the validity of our franchise of democracy.

And, draft a separate Constitutional amendment guaranteeing every citizen, 18 or older, the right to vote.

If I had ever prepared legislation I would have already done so on this topic.

Peace.

6. My letter to Congressman Conyers:
28 January 2005

Subject: Imperative that all forms of software and networks be excluded from the voting and vote tallying process.

Dear Congressman Conyers,

All the current legislation being proposed fails to protect the validity of the election process. Software and networks, by their very nature, are open to manipulation. And, as they are made more and more secure, they become less and less transparent.

Voting is not banking.

"Prove My Vote Counts" necessarily requires an ability for each citizen to verify that what they selected on a ballot (pen marks on paper) is registered in a ledger and that ledger is available for inspection at any time after an election. We need to treat our ballots and tally ledgers as among the most valuable documents of our American franchise of democracy.

In other words, every citizen should know that a physical embodiment exists and is available for validation -- of their vote (the ballot), the tallying of their vote (some form of ledger), and a record that they, and every other voter, are legitimate (registration records).

No form of software should be used in the voting process -- balloting or tallying ballots. No form of digital, electronic network should be used to convey vote counts.

Please draft legislation proposing:

1. paper for registration, for poll books, for ballots, for tally ledgers.

2. Substantial time prior to 'election day' for people to vote.

3. People for every step of the process of verifying the registration, verifying identity at the polls or of absentee ballots, tallying ballots at the precinct, county, and State.

4. The entire counting process and transport of ballots and tally ledgers should be open to observation by citizens and independent (probably best, foreign) observers.

5. Lots of cameras filming the entire process.

6. All registrations, poll books, ballots and tally sheets archived as the treasure they represent to the validity of our franchise of democracy.

And, please draft a separate Constitutional amendment guaranteeing every citizen, 18 or older, the right to vote.

If I had ever prepared legislation I would have willing done so and just given it to you, but I do not have that type of expertise.

Peace and thank you for your continued, amazingly courageous leadership.

7. Are you sure you have not prepared legislation before?
Just kidding, that sounds very thorough. People have mentioned a holiday for voting, but I am not sure if that would work(it would probably get more people out to vote though.)

You have brought up some very good points , I like the automatic register for voting after age 18.

Do you know if Conyers is openly supporting one or is he drafting his own bill.I would definately trust him.

8. Nope. No experience....
....and, for those who do it for a living, I hope they will forgive me for trying!!

"Land Shark" makes a good point about not allowing issues like 'holiday on election day' be used merely as a ploy (by all those we know will use any distraction to real election reform). I agree with you that it would likely be helpful and maybe we can take that action once we have an election system that our fellow citizens can trust.

I do not know if Congressman Conyers is preparing, or has prepared legislation on the issue. So, in addition to sending the letter to him, I then incorporated it into a letter to Senators Boxer, Cantwell, Kennedy, Kerry, and Murray.

Peace.

9. He is preparing it and currently it does not address anything but
voter verified paper (I think they are calling it trail; not sure on this part.) He is completely missing the boat on e-voting and tabulating which really surprises me after all that testimony (don't know if legally it is called testimony) that he heard at the forums.
