The Federal Election Commission found that Davis, a Boone County Republican elected in November, failed to properly identify contributors who turned out to be the children
(ages 4 and 5) of Boone County businessman Bill Shehan, a Davis supporter.

The original complaint was filed by Dennis Repenning, a Covington lawyer who supported Lucas in his 2002 victory over Davis.

Repenning said the Davis campaign should have admitted wrongdoing earlier instead of waiting until after the 2004 election.
