A Question for HAVA Gurus
A friend of mine in CT got a letter from Sen. Chris Dodd stating that among other things, HAVA provided for a "permanent paper record for manual audits." All the bills I've seen dating back to Rush Holt's original VVPB bill from May 2003 seek to AMEND HAVA to provide this. Maybe the words "voter-verified" weren't included in HAVA and the new bills provide for that, but this was NOT mentioned by Dodd in his letter.

So is Dodd clueless on this, or is there language in the original 2002 HAVA (P.L. 107-252) that require some sort of permanent paper record but without voter verification?

It's a NOT-VV paper "trail".

A paper spit out at the end of the day telling the same lie the DRE tally shows.

(a) REQUIREMENTS.—Each voting system used in an election
for Federal office shall meet the following requirements:...

(2) AUDIT CAPACITY.—

(B) MANUAL AUDIT CAPACITY.—

(i) The voting system shall produce a permanent
paper record with a manual audit capacity for such
system.

2. The permanent paper record has been misconstrued
by the manufacturers to mean a ballot in reality it is a "ballot image" that can be produced after the voter leaves the polling site. It is NOT a voter verified paper ballot. It is a worthless piece of feel good paper.

Dodd is CLUELESS and against vvpb.

3. Funny you mention "ballot image".
That, in combination with your sig line tells us a lot about the terminology problem.

I've been told that HAVA's use of the concept of "ballot image" and of a "ballot" that appears on a Touch Screen, knocks out the ability to define a "ballot" as a piece of paper. (It's a mouthful, I know.)

4. Hi Andy!
Thanks and as I suspected, he IS without a clue. The letter mentioned nothing about voter verification and while I haven't seen what my friend originally sent Dodd, I know this was the crux of that letter. This confirms what we suspected about Dodd. He just doesn't get it.
