3. Election Reform

Currently, many states have turned their elections over to private companies. They have, in effect, said: You guys count the votes. And after you tell us the results, please burn the ballots.

Merely requiring voter-verified paper trails, while necessary, is far from sufficient. Another major security hole, and one not limited to touchscreen voting machines, is the central-tabulating system employed by most jurisdictions that use any form of electronic vote-counting. As currently configured, these systems are at least as fraud-prone as are the machines. And they are necessary for all forms of voting technologies: optical-scan ballots, punchcards, etc.
