Vermont passed a paper ballot law in 2003.

We still have opscans though, as I believe Montana will still allow.

I'm now working with some folks to improve the security of our opscan systems which have no manual audits or open source code requirements.

not to mention the central tabulators.

BUT, BUT, BUT!!!!!

The issue is SECURITY of ballot RECORDING and COUNTING.

We need language in each state's legislature and very specific procedures to ensure that this security is met.

Since the ballots are STILL counted on machines, paper ballots are only PART of the solution! TABULATORS are the other part...and ensuring that the results at the precincts are reconciled to ballot counts, etc., plus mandatory random manual audits, NO telecommunications of the totals, no wireless or modem or Internet connections, and absolutely secure physical transfer of the vote data onto CLEAN (no hidden programs) media, and strict chain of custody over the transfer media to the central counting machines.

I can see it now:

2008 -- Jeb Bush Loses the Presidency by 3 Electoral Votes from the Great State of Montana!

Following an inexplicable service interruption by the Carlyle Group's Hawaii Phone Company at the site of the state's central vote tabulator, Bush III surprisingly gained 4 Electoral votes tying the count at 267. But the state of Montana, which had outlawed dangerous, insecure Touch Screen DRE votin' machines back in 2005, allowed the Democrats to carry the day by delivering 3 electoral votes to the Democratic candidate after a manual recount of the state's voter-verified paper ballots.

When asked to comment, Mr. Bush, who had campaigned vigorously in Montana on Election Day said, "Well, it was just me and the pygmy pony over by the dental floss bush. The next thing I knew, I'd lost the election. I guess they have some kind of election laws in this state."

...Montana had outlawed YOUR thread (or someone's) regarding Montana voting machines--and that you were saying this tongue in cheek.

Really, that's what it says, grammatically. "Touchscreen" and "machines" are adjectives describing "thread." I.e., Montana outlaws a thread about touchscreen machines.

This puzzle (figuring out what you were saying) DID cause me to go to the link and read the good news (--found it was genuine--Montana DID outlaw them). And I'm certainly glad to hear it--ecstatic, actually! But I wonder if others might have been a bit confused, and didn't read it. (There are so many games played with titles here.)
