Are the provisional ballots in Ohio being thrown out? A new rule for counting provisional ballots in Cuyahoga County, Ohio was implemented on Tuesday, November 9 at approximately 2:30 in the afternoon, according to election observer Victoria Lovegren.

The new ruling in Cuyahoga County mandates that provisional ballots in yellow packets must be “Rejected” if there is no “date of birth” on the packet. The Free Press obtained copies of the original “Provisional Verification Procedure” from Cuyahoga County which stated “Date of birth is not mandatory and should not reject a provisional ballot.” The original procedure required the voter’s name, address and a signature that matched the signature in the county’s database.

When I filed my absentee ballot the people at the town hall were very attentive that I had signed my name properly and had all the information that was required before they let me go.

I bet these people got no help whatsoever, or maybe even misinformed purposefully to invalidate their provisional ballot. And Blackdick says throw them out if their at the wrong polling place? That was one of the reasons for having provisional ballots!

And who are these people to say the persons signature doesn't match? Are they professional handwriting analysts?

13. I agree about the handwriting issue
There should be an expert in handwriting analysis looking at these.
If not, then every one should be accepted. I won't trust the judgement of any republican ballot counter.

Is this change determined by the Ohio Secretary of State's Elections division or is it a local responsibility, e.g. county commissioners or the elections board?

It would also be really interesting to know if this change brings the Cuyahoga County count into conformity with counting procedures elsewhere, or whether this is a local decision?

Also, has a change in the counting procedure ever been implemented in the middle of the tabulation process before?
