U.S. CITIZENS ENCOURAGED TO COMPLETE THE 2004 POST-ELECTION SURVEY

After the general election on November 2, 2004, a sample of Uniformed Services members, Unit Voting Assistance Officers, Federally-employed civilians overseas, citizens residing outside the U.S. not employed by the U.S. Government, and Local Election Officials will receive the Federal Voting Assistance Program (FVAP) 2004 Post-election Survey in the mail. Department of State Voting Assistance Officers will receive their survey via email. The FVAP encourages those who receive these surveys to complete and return them promptly.

Approximately 30,000 people will take part in the survey. Participation is strictly voluntary and anonymous. Results will be used to help improve the absentee voting process.

Again this year, participants will have the option of responding to the survey by paper or the web. The web site access information will be provided on the survey mailed to the participant. Each questionnaire has a unique access code, which is printed on the front of the questionnaire, to enter the web site. We strongly urge the use of the web version of the survey because it is the fastest and most efficient way to take the survey. Sirota Consulting LLC, a New York-based survey research firm is conducting the survey for FVAP along with their subcontractor Pearson NCS.

Opinions of survey participants are very important to us. The results are used by FVAP to work with the U.S. Congress and state officials to improve the absentee voting process and make it easier for citizens covered under the Uniformed and Overseas Citizens Absentee Voting Act to vote while maintaining the integrity of the process. The FVAP also analyzes the results to determine how voting assistance and materials offered to U.S. citizens by the FVAP may be improved. Only people involved in collecting or preparing the information for analysis will have access to completed questionnaires and only group statistics will be reported.
