i've no doubt that HL Mencken, were he alive now, wouldn't look upon voters doing their thing in a private voting booth as something worthy of contempt (fools and hypocrites always have been the bane of organised society, just look at Jesus's experience for proof) and back in those days ignorance, whatever else you might think about the 'olden times', was despised, even by the ignorant themselves! Mencken was really talking about those in positions of power who used the people's stupidity against them ....and in a way he did foresee both reagan and geebush jr....Mencken started out as a journalist and knew that 'truth' was rarely served, even by those dedicated to it: so what he'd say today i have no idea, but it seems probable that he would resort to violence; can you imagine him getting ahold of rush limble or brith ume, bill o'horny or tim russert? can you imagine the beating he'd lay on a tom brocaw-caw or the $28k/dayman jennings? we have passed the point where ridicule or outright contempt affect these moral tapeworms...they need to be punished, capitally, a taste of their own medicine
