"Name-swapping" on Ohio ballots - fraud or standard procecure?
Montgomery County: "When he voted George Bush's name was first on the ballot, but when his friend voted in a neighboring precinct in the same county Kerry's name was at the top of the ballot. Is this right? How are the punch cards read?"

Summit County: "Noticed that the ballots your corworkers received and your own differed from each other in the order the presidential candidates were listed, despite the fact that all involved voted in the same county."

Does anyone out there know if this is this evidence of fraud?

For recounts, I wonder, how will the counters be certain which punch-hole goes with which candidate?

It's been years since I voted with a punch-card, but as I recall the punch-cards were not labeled with candidate names, and I would have been rather alarmed if the candidates shown in the voting booth were in a different order than my voter pamphlet indicated.

I'm not sure what's wrong with the links, but here's how to get to the content:

Go to http://maps.voteprotect.org
Click on "Election Day 2004"
Click on the state of Ohio
Click on Montgomery County (orange county at lower left) or Summit County (orange county near upper right)

OKAY, that didn't work either. Right now it seems I can view the incidents for every county except for the two counties that I referenced above. It worked an hour ago, so I'm not sure what the problem is, unless their site is overwhelmed with people clicking on my links.

2. Voter Pamphlets?
No voter pamphlets in Ohio. You don't have to be aware of issues to vote here. Each precinct has seperate local issues, so the numbers on the ballots would have different numbers for each race. Have read where even pres numbers are changed. Can't confirm though. Saw a picture of early Cuyahoga Co. ballot. Kerry # didn't match my ballot in Stark Co.

4. I think this is normal . . . to prevent the first person on the ballot
from getting the votes just because of their position.

I know they did that here in CA for an election where there were many names on the ballot.

. . . at least that is the way I remember it.

6. Correct. It's random by precinct.
Your reason's correct, too. It's done to offset the tendency some people have of just voting for the first candidate on the ballot.

5. In NJ the parties draw lots by county for ballot position
Sounds like Ohio does the same thing
