If Kerry won't recount or sue - can VOTERS sue over uncounted votes?

For whatever reason, Kerry might not be pursuing all his legal options - to get recounts, or to prove vote fraud.

But he isn't the only "interested party" with "standing" in this case. If a VOTER has reason to believe that their vote wasn't counted (either because it was deleted, or because "phantom" votes were added), is there some law under which they can sue whoever trashed their vote?
