http://www.flsenate.gov/senateredistricting/freds_data.cfmYou have to download a free copy of ArcExplorer to see the precinct level maps, and install it. Relatively simple.
There's data for pre-redistricting (2000) and post-redistricting (2002). The latter has convenient information (Precinct #, registered voters, Ds, Rs, etc.) attached to each precinct. So I printed a set of maps for one county, labelled them with precinct #s. Somewhat simple, though I had to print it one screen at a time at a large enough scale that I can read it.
Unfortunately the 2000 data doesn't seem to have the information attached to the precincts..maybe it's there, I just can't pull it up. At least I am able to identify numerous precincts as unchanged. I can also identify cases where precincts were combined or split to form new ones; but unfortunately I can't figure out an easy way to identify what the 2000 precinct numbers were.
That's where I'm at.
I did not do any of the counties you mentioned.
