the % of people that were registered and didn't vote or the % of people that are of the voting age population that didn't vote?

Either way, turnout at least as evidenced by the results was far lower than anything hoped for by Kerry.

7. About the youth number of that percentage
I returned my ballot, along with my parents ballots, to my county's drop box on October 20th. Curiously, both my parents votes had been marked "received", while I was still getting phone calls from MoveOn today saying my ballot was not received. I am 22. I wonder if this an isolated incedent. With the numbers of people showing up at polls, and the numbers of newly registered young voters, it just doesn't make sense that so few young people actually voted. There should have been at least been a slight increase.
