After Pearl Harbor, why didn't FDR declare war on aviation?

I thought it clever.

Of course, the phrase 'war on aviation' relies on a rhetorical device: it's not aviation, but the tools and equipment used in aviation what would be targeted.

I keep meaning to re-read the Hyperion novels. I managed to overlook the last one, and it's been a decade or so now.
