(NC) Teacher bonuses sliced by almost 30% for 2009

RALEIGH - Public-school teachers in North Carolina will see their annual performance bonuses sliced by almost 30 percent under a plan approved by the State Board of Education yesterday.

It's the first time that they won't receive the maximum amount the program allows, a move necessitated by a cap on the state money used to pay for the bonuses and an increase in the number of schools qualifying for the merit pay.

This year, state legislators limited education officials to spending no more than $94.3 million on educators' bonuses, even though education officials had cautioned that they needed millions more to give teachers and assistants the maximum amount.

Board Chairman Howard Lee said that it's unfortunate that teachers won't receive the full amount but he understands that the state was facing a budget crunch. A reduced bonus is better than nothing, he said.

"There are corporations and businesses in our state that are not able to give raises to their employees," Lee said.

1. This significant cut in bonuses is evidence why merit pay should not replace
regular, collective bargaining for salaries of public school teachers. Aside from how subjective recognition of "merit" can be, the amount of the bonus is not guaranteed. What is a teacher to do when it's cut? It's outside the right to strike or have a job action. And the salary you do collect is a "mean" number (like a waitress) on the assumption you work hard to earn the rest through merit pay.

2. I got a check once.
I don't remember if it was incentive pay from California for API or AYP; it was either shortly before NCLB or within the first year.

Anyway, we made our assigned goals, so teachers at our school each got a check.

For $1.38.

5. Yes.
I have a photocopy of it, somewhere. It used to be on the wall by my desk, to remind me of how my "merit" was valued. I put it in a file when I moved out of state, and never took it out.

As a group, we decided to cash it, just so that they couldn't pat themselves on the pack for "recognizing our merit," and then recycle the funds back into something else.

I'm not a supporter of the concept of merit pay anyway, for a variety of reasons. Those that think it might be a good idea seem totally unaware of the many possible negative consequences such a scheme can result in.

6. If you had a large enough group giving the money to the opponents of whomever
gave you that insult would have been fun.

Our school had 15 teachers who got that check, lol.
