I think it's naive to think that complete RICO enforcement would fix health care costs. The problem is one of many dimensions: spiraling costs are just one of those facets. Exclusion owing to pre-existing conditions, selective and whimsical benefits payment, lengthy review periods, litigation to recover benefits, exclusion of doctors from setting their own prices, and hodge-podge selection with confusing terms are just a sampling of the many problems.
