1. One of 'our' tropical storms...
...Hurricane Vince, hit the Iberian peninsula a couple years ago. These things sometimes hang together all the way across the Atlantic.

2. probably going to Europe because of better health care
hitting that land mass could cause Bill some damge. He can't afford to pay what it would cost to get put back together in the US.
