Those of us who have worked years trying to tighten up the "responsible breeding" industry, are thwacked upside the head with pet industry lobbyists. This is one of many, which mainly protects the "pet" breeding industry.

So I'm saying, how else is the puppy mill industry thriving?

1. You just hit my sorest spot.
The NAIA, is the absolute bottom of the barrel. The purport to "protect" those that clothe, feed, etc blah blah blah. Look at their Board of Directors. Furriers, rodeo hacks...Beronsini that got sued (and lost) by PETA. Idiots, the whole lot of them. Like having the Bushies in charge of the watchdogs of the rethugs...

2. Yep....and it's working.
Even those "responsible breeders" don't dare cross the line against the pet industry, or else they too would have to give up their "hobby".

I burned out working with animal groups trying to raise city license fees for intact pets. The pet industry moved in with their credo "we'll never be able to own pets if you let this happen!!". Fear and Lies works well in Bush Country :(

3. They've really cracked down on irresponsible pet breeders
here in central NM with huge licnesing fees for intact animals.

I have two designer cats from the Humane Association, so even $400 kittens can end up on death row when they turn into cats. One was turned in pregnant. Both were neutered.

There's a catch, neuter and release program for feral cats.

Eventually all this stuff may make a dent.

One of the saddest things I've ever seen was when I was in the surgery of the local emergency vet when one of my cats got sick. Animal conrol brought in eight puppies with Parvo. Those poor pups couldn't have been more than three weeks old, not even walking well, and their lives were over. Three weeks of miserable life and put down. I wish there were some meaningful way to punish that owner and others like him.

These people are exactly what you said....I can't believe these people purport to be interested in animal welfare when they are in these kind of professions.
