Maintaining a web page - can I learn to take it over?

Our web master for our county parties web page moved so our page has been static for months. I have the time but not the know how, is this something beyond a computer non-nerd like me?

Any suggestions for books to help me out? We are still working on getting the password to access our site but after that we need to get this up and running.

1. Yes, two suggestions:
Find out if your hosting company has PHP/MySQL capabilities, and go with either Joomla or Xoops. Joomla, especially. With it you can make a slammin' party website that is easy to add content to. Xoops will likely have a shorter learning curve, but overall, Joomla beats it hands-down.

Joomla is free. As in beer.

By hand using HTML? Using a program? If so which program.

No matter what though, it is a good idea to learn at least the basics of HTML. I have a book called HTML 4.0. There are later additions of this one.
There are lots of book on web sites out there. Barnes & Noble has a good selection.
