I was thinking of buying a new Compaq what should I get

and how much should I spend. I saw a new 20inch Xerox flat sceen LCD monitor and it was so clear, I want to get one--good or bad? Had a 3yr warrenty too. I am only considering Compaq right now because that is what my town buys on state bid and unfortunately its theirs even thou I use it. Pentium 4 or what is a better processor?

Need a few suggestions.

Up to 16GB of RAM and a Terabyte of disk space!
