Report: Army buried critical publication By James Warden, Stars and Stripes

The Army buried an unclassified report that criticized a wide range of military and civilian leaders about their planning for post-war Iraq, The New York Times reported Monday.
The report on rebuilding Iraq was one of seven done by the RAND Corp. on the lessons learned from the war. It took 18 months to complete and was submitted in the summer of 2005.
When the researchers were done, they found problems with “nearly every organization that had a role in planning the war,” the newspaper reported.
Critique targets included:
* President Bush, and Secretary of State Condoleezza Rice by implication, who the authors said failed to resolve differences among competing agencies such as the Defense Department and the State Department.
