Qualified lieutenants of the Individual Ready Reserve, and certain basic-branch captains, majors and lieutenant colonels of the National Guard and Army Reserve are eligible to apply for the fiscal 2009 Regular Army call to active duty program.

Army Competitive Category lieutenants serving in the Selected Reserve, and Guard and Reserve officers serving with the Chaplain Corps, Judge Advocate General’s Corps and any of the Army Medical Department branches are not eligible for the program.

Officers who are approved for an RA call to active duty will incur a three-year service obligation.

Eligibility rules require that applicants must have credit for at least four years of active federal commissioned service; have a secret security clearance or higher; have a baccalaureate degree or higher; meet the Army weight and physical fitness standards; be a U.S. citizen, and be able to reach 20 years of active commissioned service by age 62.

Specific requirements are found in Army Regulation 135-210 (Order to Active Duty as Individuals for Other Than a Presidential Selected Reserve Call-up, Partial or Full Mobilization), and they include the following:
